This is a government-issued item adopted by the US Army, Air Force, Marine Corps, and Navy.
Details are unknown due to faded stamps or missing tags.
Although it's for the M-51 parka, it can also be used with the M-65 parka.
When used as a liner, there are buttonholes on both sides of the front.
One side is pile fabric, and it is said that the correct way to attach it to the parka is with the pile fabric facing outwards.
